Soul eater:The blade is enchanted to suck soul's into it gaining the power from the life force of the soul's it eat's as well as the knowledge and memorie's from the the soul the first soul it ate was that of a human it can wound or even kill a god it can only eat the soul's of a compleately defeated enemy

Icy Rage:the blade can control ice and frost or create icy storm's to freeze or wound the enemy it can create a barrier of ice to defened againist attack's or even creat large spear's of ice that fly out to attack the enemy with the power of it's attack's or barrier depend on how much of it's user will and soul is put into it

History:
FrostMourne was created and enchanted with both magic and godly rune's by a necromancer for a demonic being know as the lich king it's first soul was a human who was under the lich king's control and later became his body but the blade's full power could never be seen,untill it ate a god's soul the lich king killed a demon god with the blade and sucked in it's soul it was then that lucifer took notice of the blade's power and set out to take it for his own the blade gained a will of it's own and ate the lich king's soul freezeing it in a unbreakable icy shell it took lucifer 500 year to break it free it tried to eat his soul but he was able to keep it under control and it became his most trusted weapon

So your sword creates weapons that you would have to drop the sword to use. I don't get it, but I'm not going to hold you.

Your weapon can't suck your opponnet's soul. It's overpowered. Change it.

it can only do that after they have been killed with permission of the orther person and would only be used on NPC's

That's how I thought of it like a Soul Eater kind of thing. Where once the opponent has been defeated the weapon can ingest the soul and add to his/ her power slightly. But, being as an owner has denied, I repeal my initial approval to this topic.

You need to state in the Description that it only works on defeated opponnets then it will be approved.

...if used right it can only seat the souls of a completely defeated enemy... You either need to learn to use punctuation, or phrase your words better. That gives off the idea that if it isn't used right it can eat any soul at any point.
